If you see the four squares on the upper right side of your screen (below the kill feed) then you might have a connection issue. This is usually due to packet loss.
You can get more info by typing in the following 'networkperfoverlay.drawgraph 1'.
There will be a nice graph in the lower right hand corner and show you all sort of interesting stuff. The orange and yellow lines are the most important. That indicates outgoing and incoming packet loss. Ideally, they should be flat lines at the bottom of the graph, but if you are having issues you'll probably see a square wave for one or the other. Another useful stat is client hit and server hit. This shows hit registration and discrepancies between your computer and the server. Latency is the round trip from your PC to the server and back so it's usually double your ping.
